Dr.S. Thangaraju
Abstract:
Under ICDP, an area development approach is adopted for development of cooperatives. A Macro-Plan is prepared for the selected district, keeping in view the local resources and needs. The Project is implemented by District Central Cooperative Bank (DCCB). To assist the DCCB in Project implementation, a Project Implementation Team (PIT) is constituted at the district level to prepare Business Development Plan (BDP) for the societies, to assess the society-wise infrastructural and other requirements and to provide financial assistance accordingly. The systems and procedures are streamlined and viable functional linkages are established to make the operations cost-effective. Gaps in managerial skills are identified and necessary training is provided to such personnel in cooperatives. The Project also has an incentive component for motivating the paid staff of primary cooperatives to perform better and improve the functioning of the cooperatives. NCDC funds the ICDP through State Governments. The Project funding is under two heads ?i) Loan and ii) Subsidy. This study was conducted to evaluated the implementation of ICDP project in Theni distirct. it is observed that compared to pre-Project period, the post-Project period witnessed many cooperatives in the district have become viable entities and could retain their image among the members and other stakeholders through enhanced service, general facelift and inclusive approach.
